“And I saw one of his heads as it were wounded to death; and his deadly wound was healed: and all the world wondered after the beast.”
I have heard some people say the “beast” in this scripture is referring to a One World System which the Antichrist will be the leader of, and other people say…
Like many who have studied prophecy at great length I too have found myself speculating about who/what the beast of Rev. 13 is. Not long ago I provided a rather lengthy “best answer” to a similar question here explaining how many of the descriptions of the Antichrist could apply to a certain political figure we know.

Before I say more though, I think I need to make it clear that I’ve never claimed to have total knowledge about prophecy because I too am still learning. I also need to admit that when I first started researching for that answer I was only doing it as a kind of joke and hadn’t really planned on it becoming what it became. In retrospect, even though many of the qualifiers I listed in that answer seem to fit, there is no more guarantee I am right about them then there is about any other claim anyone has ever made about these matters.
So with that said, this verse refers to “one of his heads as it were wounded to death” in the plural sense, so if we attempt to apply it to the Antichrist (man) then we’d either have to be talking about a man with multiple heads who suffers a deadly wound to one of them, or consider the high probability that the heads are metaphoric. IF so, then perhaps they pertain to something more along the lines of goals the beast attempts to achieve.
IF that’s the case then looking at the goals of the Antichrist might give us a clue to what this is referring. IF the Antichrist has seven primary goals and one of these goals is to develop a universal monetary system and this goal suffers a blow “as it were wounded to death” by a financial crisis that appeared to be unfixable, and yet it is almost miraculously “healed”, wouldn’t the world be amazed and wonder after him? And wouldn’t the world look at his critics with a whole new sense of hatred? After all, he healed what his “haters” said couldn’t be healed.
And STILL, I think we shouldn’t be too quick to try to identify who/what the Antichrist/beast is because some things are just better left for only God to know. Our job as Christians has always been and will continue to be that of sharing the truth of God’s Word to the unsaved world… until the Lord calls us to meet Him.
I’ve heard it described as the man who will embody the spirit of antichrist. He will be shot in the head and after he is made to “miraculously” heal, then he becomes the actual antichrist.
The other opinion is that it is one of the nations that is nearly destroyed and then rises strongly surprising the world.
The last opinion is that the last Pope (the next one) and the Vatican is the little horn. He is supposed to be shot in the head, as before, and rise as a traitor to the faith.The last Pope from the wall that the images of all previous Popes are on. There is only room for one more after the current one.
You have to look at the verses before it to get a clear picture. It is talking about the different kingdoms making up the Anti Christs realm.
Leopard is the Grecian Empire, the Bear is Russia, the Lion is the U.K.
This is backed up in the book of Daniel where it has animals representing the various kingdoms.
I have heard the wounded in the head story for years, but have studied it further and it doesn’t fit. One of those kingdoms will be destroyed and miraculously come back. It doesn’t say which one.
See Daniel 7:3-to end of Chapter. If you study Daniel and Revelation together things make more sense.
I believe the beast is referring to the Antichrist. About half way through the Tribulation, the Antichrist will be killed by a head wound, but then raise himself from the dead and trick people into believing he is a deity. That’s what I have read everywhere, what I’ve learned and what I believe. Hope this helped!
I always thought it to be the Antichrist himself. The note in my Bible states as follows:
Because the beast, the Antichrist, is a false messiah, he will be a counterfeit of Christ and will even stage a false resurrection(13:14). People will follow and worship him because they are awed by his power and miracles(13:3,4). He will unite the world under his leadership(13:7,8), and he will control the world economy(13:16,17). People are impressed by power and will follow those who display it forcefully or offer it to their followers. But in following the Creature, they are only fooling themselves; he uses his power to manipulate others, to point to himself, and to promote evil plans. God, by contrast, uses his infinitely greater power to love and build up. Don’t be misled by claims of great miracles or reports about a resurrection or reincarnation of someone claiming to be Christ. When Jesus returns, he will reveal himself to all believers (Matthew 24:23-28)
The Classic Bible Commentary states in verses 1-10 being the reference:
A wild beast rises out of the sea, to whom the dragon gives his power. It appears to mean that worldly, oppressing dominion, which for many ages, even from the times of the Babylonish captivity, had been hostile to the church. The first beast began to oppress and persecute the righteous for righteousness’ sake, but they suffered most under the fourth beast of Daniel (the Roman empire), which has afflicted the saints with many cruel persecutions. The source of its power was the dragon. It was set up by the devil, and supported by him. The wounding of the head may be the abolishing of pagan idolatry; and the healing of the wound, introducing popish idolatry, the same in substance, only in a new dress, but which as effectually answers the devil’s design. The world admired its power, policy and success. The paid honour and subjection to the devil and his instruments. It exercised infernal power and policy, requiring men to render that honour to creatures which belong to God alone. Yet the devil’s power and success are limited. Christ has a chosen remnant, redeemed by his blood, recorded in his book, sealed by his Spirit; and though the devil and antichrist may overcome the body, and take away the natural life, they cannot conquer the soul, nor prevail with true believers to forsake their Saviour, and join his enemies. Perseverance in the faith of the gospel and true worship of God, in this great hour of trial and temptation, which would deceive all but the elect, is the character of those registered in the book of life. This powerful motive and encouragement t constancy, is the great design of the whole Revelation.

The beast is man, fleshly man that is lead by his selfish human nature. I could take you vrs by vrs through chapter 13 and show you.
“Who or what ” will be revealed soon. As our current president leads us into socialism and bankruptcy and signs us on to the “new world order”, the revealed new world leader will be the anti-Christ.
